Short-Term Scientific Mission at the European Centre for Development Policy Management in Brussels
Tristan Norman, master’s student at Lund University and visiting researcher/intern at the Stockholm Environment Institute (SEI), completed a Short-Term Scientific Mission (STSM) at the European Centre for Development Policy Management (ECDPM) in Brussels from March to April 2026.
During the month-long exchange, Tristan investigated EU-NATO policy coordination on cascading climate risks and its implications for European critical infrastructure resilience. Critical infrastructure is central to civil preparedness and societal resilience, making EU-NATO coordination an important area for strengthening policy coherence in response to cascading climate impacts across sectors and borders.
As part of the STSM, Tristan conducted fourteen expert interviews with EU and NATO officials, policy experts, and national stakeholders working on civil protection and preparedness. He also presented his research findings at an internal meeting at ECDPM, contributing to discussions on climate resilience-by-design principles for EU security, preparedness, and resilience policies.
The STSM contributed directly to Tristan’s master’s thesis manuscript, completed as part of his M.Sc. in Disaster Risk Management and Climate Change Adaptation at Lund University.
